The Watering Hole Paper
Definition
The British blueprint the cell is executing. C06 has JK Coe count out its stages from the piece of paper in front of the slow horses: destroy the village, poison the watering hole, cripple the railway, assassinate a populist leader. A police-action template for destabilising a small developing country, written by the Service and never used on a country with a vote.
The document’s history is the plot’s spine. Claude Whelan wrote it — Operation Shopping List, C13 — nineteen years ago, and Charles Partner declassified it, which is why nobody can be prosecuted for what the cell is doing. Roderick Ho was holding a copy when Kim Park came through his life (C09), and Molly Doran has the original and the paper trail (C12). Lamb ends the book by showing it to Diana Taverner, proving it was declassified, and trading it for his people and Molly’s pension (C13).
Book 5 — London Rules
- C06 — Coe names the four stages; the horses work out that the attacks are reproducing a British black-op against Britain.
- C10 — Ho’s interrogation transcript establishes that the stolen document was the Watering Hole Paper.
- C11 — Flyte reports the crew were planted students working to the SSD’s instructions for the Paper.
- C13 — Molly Doran tells Lamb she has the original and the paper trail.
- C14 — Lamb names Operation Shopping List, Whelan as its architect, and Partner’s declassification; the document buys Taverner’s silence and his people’s survival.
Open questions
What the fourth stage is in the original wording — “assassinate a populist leader” is Coe’s paraphrase — and whether the list was ever used in the field as written. The book gives the template’s author and its consequence, and leaves the file itself to Lamb’s briefcase.
